With the rapid development of inland waterway transportation,water traffic accidents in Chongqing's jurisdiction have occurred frequently in recent years,causing loss of life and property,as well as adverse social impact.Taking reasonable risk management and control measures for different type of risk is an effective way to prevent and reduce water traffic accidents.In order to improve the ability and level of Chongqing's water transportation risk management and control,this paper studies the risk identification and assessment of Chongqing's water transportation emergencies.The main work of this article is as follows:(1)Through statistical analysis of water traffic accidents in Chongqing in the past 6 years,the characteristics of water traffic accidents are summarized,and the human and environmental causes of traffic accidents are revealed.(2)According to the current status of Chongqing's water transport development,and referring to the "Chongqing Municipal Emergency Risk Management Operation Guide",a method for identifying water transport emergency risks is proposed.This method uses expert research,investigation and data query to identify the types of water traffic emergency risks.Based on this,from two aspects of water transportation and port operation,the factors that cause water traffic emergency events are analyzed systematically,and 266 risk factors were summarized.(3)According to the characteristics of water traffic accidents in Chongqing,this thesis proposes a risk assessment method for water traffic accidents in Chongqing based on a survey of ports,shipping companies and public institutions.This method divides the risk of water transportation emergency into four levels.According to the value of the risk damage consequence and the probability of risk occurrence,the risk assessment matrix is queried to obtain the risk level of a certain emergency.This thesis provides theoretical basis for the risk management and control of Chongqing's water transportation emergencies,and is conducive to improving the safety of water transportation.
