Study On Emergency Management Of Dangerous Chemicals Road Transport Crisis In Shaanxi Province

In recent years,with the rapid development of Shaanxi chemical industry,the sudden rate of road transportation accidents of hazardous chemicals(hereinafter referred to as "dangerous chemicals ")has also increased.On March 13,2018,the first session of the Thirteenth National People’s Congress deliberated on the plan for institutional reform of the State Council,set up the Department of Emergency Management,and lead the work of emergency management in the whole country.Shaanxi Province responded positively to the request of the state to deepen the reform,set up the Emergency Management Office and its subordinate administration bureau to grasp the emergency management work of the whole province,the beginning of the reform must be full of difficulties,how to coordinate the different departments to deal with the transportation of dangerous chemicals,and how the newly formed emergency management department is efficient Functioning and other problems also appear.Combined with the transport characteristics of dangerous chemicals,the consequences of dangerous chemicals in the course of transportation accidents will be very complex,and its evolution law and severity are difficult to predict,in the emergency disposal and rescue work is very difficult.Therefore,this paper starts with the road transportation of dangerous chemicals in Shaanxi Province,in order to provide theoretical and practical guidance for the emergency management of dangerous chemicals in China.In view of the problem of emergency management of dangerous chemicals road transportation crisis,the author takes Shaanxi Province as an example,through literature research,case analysis,interview method,on the basis of reading a lot of literature,the relevant management departments,points out the problems and reasons faced by Shaanxi Province in emergency management of dangerous chemicals transportation crisis events,discusses the relevant experience of foreign dangerous goods road transportation,and finally puts forward some suggestions to improve the emergency management of dangerous chemicals transportation crisis events.The first part is of five parts,the first part is the introduction,which leads to the research topic and the background and significance of the research.Chapter two defines the related concepts of emergency management of dangerous chemicals road transportation crisis events and introduces the guiding role of 4 R crisismanagement theory and holistic management theory in this paper.The third part expounds the present situation of emergency management of dangerous chemicals transportation events in Shaanxi Province,and combs them from five aspects: emergency management organization,the basis of emergency management regulations,emergency process,disposal and emergency recovery ability;the fourth part points out the problems faced by the emergency management of dangerous chemicals transportation crisis events in Shaanxi Province and analyzes the causes,including: unclear responsibilities of the organization,laws The laws and regulations are not perfect,the important link is not smooth and the recovery ability is weak.The reasons include: institutional reform in the transitional period,lack of top-level design,inadequate emergency procedures and limited human and material resources.The fifth part introduces the experience and reference of Japan,Germany and the United States in the management of dangerous goods road transportation.Finally,the sixth part puts forward some suggestions to solve the problems faced by Shaanxi Province.
