Research On Special Equipment Safety Supervision Capacity And The Acceptable Level Of Index

Special equipment with China’s economic and social development, has becomeindispensable to the industrial production and people’s life of the tools of productionand living facilities, but because of its high risk and accident proneness,specialequipment accident may cause casualties or property losses, and cause great impacton people’s daily life and industrial production. Therefore, in order to ensure safeoperation of special equipment, ensure the life safety and economic development ofthe people,the safety supervision of special equipment should be strengthened.In order to satisfy the current situation of special equipment of China’sgrowing,the safety supervision of special equipment should be scientific, effectivelyimprovedsystematic research on safety supervision capacity should be carried out tomatch development of special equipment safety,as a powerful reference for scientificsupervision and safety supervisionBased on the capacity of organization theory and methods, combined with thespecial equipment safety status and safety supervision organization system of ourcountry, the concept of special equipment safety supervision is constructed. Accordingto the design principle of SMART,the theory of ALARP is acceptable, cost-benefitanalysis and fit principle, index system of safety supervision capacity is designed. Themain research contents and results are as follows：(1) To construct the special equipment safety supervision. Based onOrganizational capability theory and method, combining the special equipment safetysupervision organization system of our country, the definition of special equipmentsafety supervision capacity isthe capacity of the basis of special equipment safetysupervision organization resources with matching and makes the appropriate andnecessary function execution, in order to achieve special equipment safety target.(2) The design of safety supervision capacity index system. According toresearch results of previous special equipment safety supervision, the initial indexsystem is designed andincludes36indexes.Based on SMART the principle of indexdesign, through the questionnaire analysis and correlation, the index system of specialequipment safety supervision capacity is finally selected and includes10indexes.(3) Analysis of China’s growth and the safety status of special equipment, on thebasis of cost-benefit analysis and the matching principle,special equipment safetysupervision China’s ability to acceptable levels is confirmed.
