The Study About Special Equipment Safety Supervision In Quanzhou City

As an indispensible production in modern society, the quantity of specialequipment has rise rapidly in our country. With the development of social economic,it plays an even important role in industry production, commercial service andresident life. Therefore, safely carrying out scientific and reasonable safetysupervision on special equipment seems more essential. However, the existing safetysupervision in our country cannot adapt to the production and employ scale of specialequipment today, which results in much more accidents, several times as developedcountries.Quanzhou locates in southeast coastal of China, is an important industrial andcommercial city. It owns a large number of special equipment. However, manyproblems also come up while it rapidly developing. On this account, the safetysupervision of Quanzhou special equipment can be taken as a typical andreprehensive one during numerous developed commercial cities. In this paper, westudy the current condition of Quanzhou special equipment safety supervision. Byliterature analysis, empirical research method and comparative method, and take areference,through the research achievements in the field of special equipment safetysupervision at home and abroad to analysis the situation of Quanzhou specialequipment safety supervision and present the following four fundamental conflicts:contradiction between the responsibility and authority of local government,contradiction between the tough task and week of the supervise department,contradiction between market demand and monopoly location of examination unit,contradiction between more slogans and difficult implement of enterprise mainresponsibility. According to some relative theory of public management, this paperrepresents some conceptions such as reforming the organization setting, straighten outthe authority-responsibility relation and enhancing the level of scientific supervisionetc of Quanzhou special equipment safety supervision. This paper also comes up witha kind of safety supervision model on special equipment such as government-oriented and multi-governing. Also it clears the orientation and power-responsibility of safetysupervision, reduces the negative effect of government interference andprincipal-agent at most. It will fully play the power of market and social organizationand enhance the safety assurance ability of Quanzhou special equipment.
