Research On Safety Supervision Of Special Equipment In Nanan City

As one of the pivotal production in economic construction,the development of special equipment in China could be regarded as a sign of economic development.The quantity and type of the special equipment in one place could be indirectly know the level and development orientation of economic development.Lifting appliances,boilers and motor vehicles in the field Implied the extent of industrial development.Elevators are relate with commercial centres and residential developments.Passenger ropeway just appears in scenic spot.Special equipment is very important to the social production and life,so,it is important to carry out the scientific and reasonable safety supervision.Although there is already a relatively mature system for the safety supervision of special equipment in our country,but the society is developing more and more rapidly.The existing modes of safety supervision have gradually shown that they are not suitable for the scale of production and used of special equipment.It may cause the special equipment accident or the related accident frequency.Nan'an is a city that located in the southeast coast of China,adjoin to Xiamen and Jinjiang which developed economy.Its characteristic industry is developing well by the used of special equipment.In the past few years,due to the fluctuation of economic development,Nan'an special equipment use of units are facing the pressure of special equipment safety management funds,all of which make the supervision of special equipment safety in Nan'an more complicated,and put forward higher requirements to the supervision department.From this perspective,this paper studies the problems encountered in the safety supervision of special equipment in Nan'an.By applying the theory of public products and the theory of external effects in public management,this paper analyzes the problems in the safety supervision of special equipment in Nan'an.The following are the main problems: heavy task and heavy working pressure to the special equipment safety supervision,inspection and Inspection agency has market monopoly,under the continuous simplification of registration requirements for special equipment also has the dissatisfaction of some masses,the use of units is not coordinate with the government's monitoring work,etc.The causes of these problems : in practice,the regulatory authorities fail to correctly understand public goods and confuse the boundary between the safety supervision of special equipment and the management of the use of special equipment.There are external effects on the safety supervision and daily management of special equipment units,which affect the opinions of all circles on special equipment.in addition,as the basic supervision departments,Nan'an municipal supervision bureau has also encountered many specific difficulties in practical practice.In the study,this paper also draws lessons from the successful experience in the field of special equipment safety supervision in other regions of China,and extracts the part suitable for the local situation in Nan'an.From three aspects of strengthening supervision and supervision of special equipment,consolidating the external positive effect,strengthening the construction and propaganda of supervision team,the authors hope to solve the above problems and ensure the safe and stable operation of special equipment in Nan'an.
