The Research On Public Participation In Water Pollution Control

With development of economic rapidly，it is essential on pollution of environment.Water pollution already becomes the major environmental problem in our country. In order tosolving this problem, we need not only government change its minds, but also publicinvolvement. Public is not only protector of water environment, but also consumer of that. Hisdaily life of residents has tightly relationship with quality of water. Involvement of residentswith solving pollution of water environment is inevitable trend on implement of scientificconcept of development building continuous society, implement of eighteen spirits as well asputting forward ecological civilization. This essay will use an example of Huanggang Rivercontrol to analysis public involvement in water pollution control. Meanwhile, throughresearch, conclusion, analysis reasons and put forward countermeasure. This essay tries to dosome valuable exploration with raising achievements of water pollution control, promotingmechanism creativity of water pollution control and achieving “Good governance” and haspractical and theoretical significance.In the paper, first of all we will elaborate the background and meaning of essay. Throughsummary of domestic and foreign essay, we will do deeply analyze on concept of publicinvolvement, and do more research on theoretical basis on public involvement of waterpollution control, including theory of environment rights, controlling theory and relatedinterest theory and determine the article research methods and research ideas. In the second,we will do deeply analyze on concept of public involvement. Meantime, we will emphasizethe importance of public involvement in water pollution control. Then, it will get the generalconclusion on public involvement in water pollution control while we will introduce someproblems occurring when our country implement public involvement. Meantime, we willcompare some examples of Guangzhou and Kunming to indicate the situation and shortage ofpublic involvement so that we can prepare the following description. In the third, we will usescientific research method to carry on the empirical analysis of public involvement inHuanggang River Control to analyze recognition of attitude of water pollution control with interviews as well as questionnaires. As well, through sorting out the data and information,we can analyze the level of public involvement so that we will get the conclusion of problemin public involvement and the reasons. In the last, we will put forward the countermeasuresthrough both increasing involvement of water pollution control with government responsebased on previous analysis while we can prefect policy of public involvement.
