By conducting the control unit of water environmental quality assessment, analysis of the pollution control unit of water environment problems, puts forward the control unit list of environmental problems and pollution, research on the control unit of the water pollution control targets, to the Yellow River basin water pollution prevention planning and water environment management to provide technical support.In this paper, according to the distributed classification, key breakthrough, both the characters of natural catchment basin and administrative requirements, according to the Yellow River in gansu province coast of river water quality of water environment, layout and the outlet of administrative boundary, the river water pollution control unit of the division principles, methods, carry out the division of water pollution control unit. Based framework of river basin water environment protection, unit control, step-by-step manner. According to the Yellow River in gansu province river water sensitivity and water environmental problems, the importance, size, degree of water bodies contaminated waste discharge capacity and environmental risk factors such as intensity, determine the priority control unit, water pollution and water pollution control priority pollutant emission condition investigation unit evaluation and a new emissions prediction during the "twelfth five-year", finally put forward water pollution control target. This essay through implementing the control unit of water environmental quality assessment, analyses of the water environmental problems of pollution control units. Proposing environmental problem lists and pollution sort of the control units. Study on the water pollution control objective of control units, the above aspects can be used to providing technical support for Yellow River Basin Water Pollution Prevention Programming and Water Environmental Management. (l)Water pollution control units in Yellow River basin of Gansu province are named with the characteristics of natural flow Yellow River basin and the need of administrative division and administration. According to the principles and methods of basin water function zone and responsibility subject of river. Yellow River basin of Gansu province is identified into seven control units. These conclude Yellow River in Maqu County, Daxia River from Gannan Tibetan Autonomous to Linxia Hui Autonomous Prefecture, Tao River from Gannan Tibetan Autonomous to Linxia Hui Autonomous Prefecture to Dingxi city, Yellow River from Wuwei ciry to Lanzhou city, Yellow River from Dingxi ciry to Baiyin city, Jing River from Pingliang city to Qingyang city, Wei River from Dingxi city to Tianshui city.(2)By the analysis of problem checklist and sequence of problems about water environment in control unit, we can find that pollution situation in Yellow River from Lanzhou city to Wuwei city is complicated, the constraints of people’s livelihood and economic development due to water environment problems is the most factor in these units. So it is classified as control unit with priority. Better water quality and less problems of water environment in control units of Daxia River from Gannan Tibetan Autonomous to Linxia Hui Autonomous Prefecture and Yellow River in Maqu County due to less industrial pollution in these basin.(3)Simulation analysis is taken by inputing data of cross-section water quality goals and sataus of water pollution, and as well as outfall sewage and pollutant emissions of corresponding polluting enterprises. It shows that control unit of Yellow River from Wuwei city to Lanzhou can meet the goals of pollution control until capacity of Chemical Oxygen Demand(COD) and environmental ammonia nitrogen are less than1,057tons and1,179tons per year respectively. Concluded that for achieving the goals of the end of12th Five-Year Plan and water environment quality is consistent with2010’s, Gross emissions of COD of control unit from Lanzhou city to Wuwei city should be less than59,630tons, and total emissions of ammonia nitrogen should be less than11,266tons. The Lowest reduction of COD and ammonia nitrogen should be3,122.04tons and1,370.31tons.
