With industrialization, urbanization and agricultural modernization, thedemand of energy resources develops rigidly. However, the output of rejectedmaterials has been growing and the conflict between economic growth andresources environment has been intensified. The desire for developing thecircular economy becomes urgently. Zhu Zhou is an industrial city majoring inmetallurgical and chemical materials. There are tons of solid wastes producedeach year. In order to comprehensively utilize those wastes and to develop thecircular economy, it is necessary to project the comprehensive utilization ofsolid wastes from the perspective of government. Therefore, it is essential toset up an evaluation platform of solid wastes. This thesis studies a systemmodel and ways of realization.It sets up a system model by using a modified fuzzy analytic hierarchyprocess (AHP) and a comparative judgment matrix by applying reciprocaltrigonometric fuzzy numbers. Moreover, it uses the modified coincidenceindicator to check the satisfied consistency; hereby to make up the deficiencyof extremalization and lack of science on coincidence indicator which arecaused by using AHP. This thesis proposes a modified probabilistic methodfor defuzzifying trigonometric fuzzy numbers with an aim to compare withother methods and at last to prove that the result of this processing approachesto the ideal judgment.This thesis applies included angle cosine to measure the degree ofsimilarity between Index Weight Vector during the process of determineingthe weights of experts. According to the degree of the similarity, classifingexperts into different classes,and in accordance with the class number and thequantity to determine the weights of experts in each type of experts. From theinstance analysis, this method is unconstrained by the numbers of experts.And the result of the weights of experts is more objective and it conforms tothe principle of the majority rule.This thesis explores an integrated evaluation index about the cyclicutilization of industrial solid wastes and assesses the science of cyclicutilization from six perspectives: resource utilization, economic benefit,engineering level, productive process, production safety and environmental pollution. Furthermore, the qualitative and quantitative index value is to benormalized. Finally, weighted the index weight, expert weight and normalizedvector, choose the optimal solution. Evaluation system software is developedon the basis of the evaluation system model, test show that the test resultsconform to the actual situation.
