In recent years, the amount of industrial solid waste in China increased dramatically. However, the industrial solid waste management system (ISWMS) in China has not yet established. Therefore, figuring out the status of ISWM, the main existing problems and establishing a sustainable integrated management system of industrial solid wastes not only has theoretical significance, but also has practical significance to guide the reduction, recycling and harmless.To construct the ISWMS, the first, analyzed the current situation of China's industrial solid waste from all stages by the gray relational analysis and found the impact of the various stages and the correlation factor. Then combined with current industrial solid was- te management situation, analyzed management problems in-depth. The above-mentioned problems study indicated that the following problems are in the current ISWM: Firstly, laws and regulations are inadequate; Secondly, administrative system is imperfect; Thirdly, low level of reduction and recycling; Fourthly, lacking of storage and treatment system with technical standards.Combining of the above-mentioned problems with the situation of our country, we proposed the procedures for constructing the integrated ISWMS. The integrated system contains three subsystems, there are the legislative system, administrative management system and technical specification system. Whilst, the technical specification system can be divided into three parts: reduction system, classification system, storage and disposal system. This system can be served as a guiding principle for ISWM in China.Lastly, to test the adaptability of the constructed system, Chang-ning industrial management was taken as an example. Result from the analytic hierarchy process showed that the best industrial solid waste treatment system for Chang-ning was: sorting collection + recycling + storage + security landfill which is well agreed with the proposed management system complement. The management system showed great economic and environmental effects in Chang-ning, and it also will be great practical significance for the management of industrial solid waste in China.
