KEH Co.,Ltd is a wholly Amercian-owned enterprises, the AFM machine is the main product, it enjoys the very high prpularity in the field. But, as it is an inport machine, so its higher price and longer delivery time are the problems. As a means of improvement of core competitiveness, under the prrequisite of guaranteeing quality, KEH company decides to localize the machines instead of the original and mature ones, to enhance the equipment’s competitiveness. During the course of localization, the cost management is very important. As there are many kinds of factors and methods what can affect the cost management, how to manager the cost comprehensively and effectively, the decision-making process has a significant impact on the future development of enterprises.The article bases on the cost management theory and methods, combines the facts of control enclosure localization project in KEH company, analyzes the relationship between the cost control and the plan control in the control enclosure project by using the earned value analysis method, and bases on the analyzing results, brings out the solutions to cost control and improvement, proves that the companies can improve controlling the project cost by some effective ways, for example:invalid costs avoidance, the process optimization of project, etc, so that the achievement of company performance development can be gotten.
