Research On Carbon Emissions Trading System Of Guangdong Province

Climate warming is an unquestionable fact and presents an increasingly serious trend. The main factors that cause global warming is a big increase in carbon dioxide emissions, thus reducing carbon dioxide emissions causes the global attention. Under globalboth carbon dioxide emissions of economic movement background,China as a big country of much carbon emissions should initiatively to assume responsibility as an economic power, Guangdong Province is one of the Chinese first carbon emissions trading pilot provinces,whose initial distribution system,scope of the subject of the transaction, relevant laws and regulatory system are defect.so, this paper expand the study of the problems of the carbon emissions trading system of Guangdong province.Carbon emission trading is not only an ecological problem but also an economic problem and carbon emissions trading is considered more efficient than government policy to regulate and control market transactions because the former can mobilize more participants, and achieve effective allocation of resources. This article present situation of the Guangdong Province carbon emissions trading system,using the R-SCP to revise the model to carry on the analysis to the transaction system. Namely Resourse Attribues-the Structure of Market-Conduct Efforts-System Performances. Different trading market transactions whose subject behavior is different and different trading main behavior will lead to different system performance. This paper draws on the mature systems of industrial economics analysis framework, of which the mandatory quota trading market and voluntary trading market transaction behaviors are analyzed,and analysis of different trading behavior on system performance produce different effects.By comparing with the EU's carbon emissions trading system,the carbon emissions trading system of Guangdong province is concluded that the carbon emissions trading system in Guangdong province has the following problems:(1) the scope of the subject of carbon emissions trading is limited;(2) Initial allocation system is not perfect;(3) Relevant legislation and supervision system is not completed. Using the R-SCP model to analyze the carbon emission trading system in Guangdong Province, the factors which affect the system performance are obtained, and the European Union's successful carbon emission trading system is used for reference. The following points to improve the performance of the carbon emissions trading system in Guangdong Province are put forward:(1) expanding the scope of trading body;(2) playing the guiding role of the government;(3)optimizing the initial distribution and management;(4) establishing a sound regulatory mechanism.
