The company gained more projects and the business get a wide range development, as deepening the process of internationalization and extending upstream and downstream business in the international oil market, but also face more and more competition and risk. During project management process, the previous project management approach is difficult to meet the current multi-project, parallel, cross management requirements.In order to maintain existing strengths and maintain market, it is necessary to research and explore advance management mode of, thereby increasing the resources available in the market environment, adaptability and core competitiveness.This thesis will summarize and analyze the evolution of the company’s management model during years of overseas oilfield surface engineering development, aiming at the characteristics of oilfield surface construction project, to explore problems in current project management, to build and perfect program management framework of project in executive-level according to the program management modes through deeply research program management model, based on the current project situation. The program management office, organizational structure, responsibilities, the key processes of program management was included in the improvement. Through the perfect the organizational structure, the project management efficiency and inadequacies was improved.The main works have been completed as following.1. A Project Management Office (PMO) with develop and support functions was established to macro-control and guidance, coordinate the resources and conflicts for project by adjusting the organizational framework of the project, and be responsible for setting the overall development objectives. The project Managers are responsible for the project daily implementation and obtain the resource which was controlled by Functional departments by PMO for project.2. The project management can dynamically adjust manpower according to requirement of project to change the Responsibilities by function description.3. The daily management is more standardized, orderly and efficient after process reengineenng.4. The PMIS application make the staff can achieve information sharing, accelerate the speed of information transfer, and improve work efficiency.After the program was introduced in project management, the actual result proved that:the improvement can better solve the deficiencies project management, and make project management more standardized and efficient. The Practice has proved that establishing project management office and implementing dynamic management can improve resource utilization and satisfy the requirement of the projects based on adjusting the organizational structure, changing the job responsibilities to unit responsibilities and reengineering working processes. The research achievements not only improve the status of project management, but also provide a theoretical and practical basis for others similar project management improvements.
