With the large-scale development of industry and agriculture, there is anincreasing demand of water resources in China, it is low in water resourceoccupancy per capita in China, improving the water resources utilization is aneffective way to solve the shortage of water. In recent years, China has put muchmore efforts in controlling the environment pollution, especially in waterenvironment. There is almost a sewage treatment plant in each country-levelcities currently with an automatic control system to maintain the operation of thesewage treatment plant, however, the separated management makes it difficult tosupervise the operation of the sewage treatment plant. The managementdepartments learn about the production situation by uploading the reportregularly in the past. So, it makes low-efficiency and bad real-time performance.It is necessary to establish a set of comprehensive monitoring and dispatchingsystem.It is proposed a comprehensive monitoring system by studying modernremote communication technology and comparing the general method incommunications; by studying data acquisition technology, it is proposed by usingOPC(OLE for process control)technology to upload data and storage locallywhen the link interrupted. By studying the real-time database technology toachieve centralized management and storage of data collected up and queryhistorical data. By learning VPN(Virtual Private Network) technology, the datasecurity is assured. The monitoring system is designed and developed withconfiguration, the system has an intuitive, vivid background of the scene, as wellas a wealth of process flow diagrams which not only display real-time data all thetime, but also achieve alarm function and historical data inquire.
