Firstly according to the related research status at home and abroad abouteco-industrial park, the paper analyzed the theory foundation and evaluation method ofsustainable development level and the chain network stability of eco-industrial parks.Then based on the practice and construction standard of eco-industrial park in China,the evalution system and methods of sustainable development level were determined;Considering the construction of overall quantitative evaluation model not be operated,the quantitative research on network stability of three arrangements from the transverseand longitudinal direction and the whole network were put forward. Finally, this paperverifies the research of the evaluation index, the model through the example. It’sconcluded that:1. The three layer index system of sustainable development level was established.Object layer is the sustainable development level. DPSIR was selected as the frameworkof factor layer. And the index layer is constituted by25quantitative indicators. By usingAHP-Entropy method-multi index evaluation method and software to calculate theindex weight, the paper provided guidance for the development of good naturalenvironment and social economic ecological high tech Zone reconstruction.2. The intension and the influence factors of chain network stability were confirmed.The analysis from the horizontal coupling, vertical closed, internal and externalharmony in three levels were put forward, transversely coupled with leading industry toconsider, longitudinal closed through the chain network general correlation todetermined. And inner and outer closure is constructed to measure the inner and outercoupling degree evaluation model.3. examples of application:By using DPSIR index, sustainable development level was evaluated by the AHP-method of entropy weighting method. Results showed that after the implementation ofHefei high tech Zone Industrial Park Planning and ecological construction in2008,index of sustainable development level increased from1.9952in2008to2.5022in2012,to maintain a sustained growth trend. For the non ecological improvement in2006and2007, its sustainable development level index were1.5553and1.7667. This result isconsistent with the actual situation. The ecological construction and operation of Hefeihigh tech Zone is successful, also the result verified the feasibility of DPSIR model. The paper analyzed the relationship between leading industry chain network inHefei hi-tech Zone and calculated symbiosis degree of leading industry, correlationdegree of network and coupling degree between chain network internal developmentand regional ecological environment. The results showed that: From2009to2012,mutual influence of new material industry and advanced manufacturing industry wasrelatively large, and with the higher degree of symbiosis. Between the new materialindustry and electronic information industry symbiosis degree is low, but thebiotechnology and pharmaceutical industry is not with the other three industry to form acomplete industrial chain; Hefei high tech Zone chain net total correlation degree is0.268, compared with the more successful industrial park, exists a certain gap,correlation degree and the stability is basically in the middle and lower level. Accordingto coupling degree model evaluation, since2008, Hefei high tech Zone of the economicdevelopment and the ecological environment has been developing rapidly. And thecoupling coordination continued to rise.Integrated the above three conclusions, symbiosis chain network construction hasmany problems in Hefei high tech Zone, but the chain network is relatively stable.Therefore the industrial structure should be adjusted,the product chain and theconstruction waste material chain must be added to stucture a symbiosis chain networkwith low emission, high yield, high stability.
