In the Twelfth Five Year Plan "a comprehensive program of emission reduction ",emission reduction of agricultural sources was first included in the emission control. Emission from agricultural pollution in China mainly comes from the livestock industry, of which COD, TP, TN emissions account for96%,38%,56%. The pollution control of livestock and poultry is a target of the emission reduction in this Plan, so the task is hard.Hohhot, as the "milk capital of China", the number of cow reached760,000in2012. However, with the development of dairy industry, large scale farms were growing, and the problem of waste pollution was becoming more and more prominent. So to control the pollution of cow has become the focus of emission reduction, and has also become a new task to realize the sustainable and healthy development of dairy industry. In the cow dung treatment, the emission reduction of traditional returning model is relatively low, and the methane treatment is instability. Although the government policy is very clear, the supporting measures have yet to be perfect. Pollution reduction of agricultural sources has just started. The dung treatment is still in the exploratory stage because of different regions, different size and different species.The paper analyses and compares large amounts of data by investigating several dairy farms, and combines with the rules of agricultural source reduction, and finally selects the two dairy farms of Hohhot to put forward to a new method. This method is different with biogas model and organic fertilizer manure processing model, which can meet the requirements of energy saving and emission reduction of Hohhot and also solve the problem of urine loss and water pollution in the northern dairy farms.
