The Research On Resources And Environmental Performance And Influencing Factors Among Provinces In China

Building a resource-conserving and environmentally friendly society is to realize the great strategic choice for the sustainable development of our economy. It demands effective protection and rational utilization of resources, with as little as possible resource consumption to obtain the biggest economic benefits and social benefits in various fields of social production, circulation, consumption, and in all aspects of economic and social development, Therefore, improving resource and environmental performance is the key of constructing economical society. And in order to better evaluate and monitor the development of "two type society" in our country, it is necessary to adopt a system of scientific and comprehensive evaluation assessment to evaluate resource and environmental Performance level of our country, and on this basis to explore the effects of factors such as economy, policy and regional, providing realistic decision-making basisfor the construction of "two type society".In this background, this paper use dynamic performance evaluation method to improve the resource and environmental performance expression, assessed the resource and environmental performance index of the provinces from2003to2012, and then do convergence test on the provincial resource and environmental performance index, and analyze the difference in space and its change trend. Finally, using the parameter panel data model and nonparametric panel data model to estimate the affection from the regional GDP, industrial structure, international trade, population density,and some suggestions are proposed to enhance the performance.Paper main conclusions are:(1) The resource and environmental performance level shows the characteristics of obvious space difference, and phase distribution from east to west.(2) In addition to the central region, the trend of the regional differences of other parts don’t dissipate over time.(3) The healthy development of the economy or not is the decisive factor for the current resource and environmental performance at present (4) The Pollution Haven Phenomenon is found in the central and western regions. The originalities of this dissertation are as follows:(1) Using dynamic performance evaluation method in evaluation of resource and environmental performance level, and using the convergence test on its convergence;(2) Using nonparametric panel data model to research for influence factors, which improves the goodness of fit of the model,this paper not only analyzes relationship between the resources and environmental performance and GDP, industrial structure, t international trade and other factors, but also investigated the interactions between these influence factors.
