Under the background of Huan Bo Hai Economic Region’s complex air pollution occurs frequently, studying the relationship between industrial structure change and air pollution based on spatial panel data, researching the spatial effect of air pollution, providing policy recommendations for controlling air pollution, is very important to promote the development of theory and solve pratical problems. Based on the dynamic spatial Durbin panel model and geography weighted regression model, spatial panel SVAR, we research the effect of industrial structure change on air pollution in this region. The main contents concludes following:Firstly, adopting dynamic spatial Durbin panel model, this section analyzes the influence of rationalization and advancement of industrial structure on Huan Bo Hai Sea Economic Region’s emissions of Soot (dust) and SO2. Results confirm that: there is significantly spatial dependence among each provinces’ air pollution; advancement of industrial structure can reduce Soot (dust) and SO2 emissions in own province, while increase emissions of neighboring provinces; rationalization of industrial structure can aggravate the Soot (dust) emissions, but it doesn’t produce significantly spatial spillover effects; the relationship between Soot (dust) and economic growth is consistent with the hypothesis of EKC, while it presents U-shape curve for SO2; Antipollution investment in air will reduce the emissions of Soot (dust) in own province and neighboring provinces, while there’s no significant influence for SO2 emissions.Secondly, considering the spatial correlation of air pollution, including the spatial heterogeneity at the same time, this section analyzes Huan Bo Hai Sea Economic Region’s regional distribution features of air pollution and the spatial difference of industrial structure on air pollution, as well as evolution characteristic, using Moran Index and geography weighted regression model. Conslusions show that:spatial heterogeneity and spatial dependence of air pollution can’t be ignored, also, economic growth and industrial structure affect air pollution differently because of regional difference. Dynamic comparison shows:the effect of industrial structure on air pollution in the same province is more huge than economic growth, however, the effect of economic growth aggravates air pollution is increasing, while the reduction effect of rationalization and optimization of industrial structure is reduced.Lastly, based on the spatial panel structure vector auto regression model, this section studies the interactive relationship among industrial structure, air pollution and economic growth in Huan Bo Hai Sea Economic Region. Results show that there exists obvious spatial effects and spatial interaction among them:In the long term, air pollution drives the growth of economic in its’own and neighboring provinces, while industrial structure upgrade doesn’t boost the growth of economic obviously; In the long run, economic growth and air pollution promote the industrial structure upgrade in own and neighboring provinces; whether in the short or long run, economic growth aggravates air pollution significantly, in the long term, industrial structure upgrade restrains the emissions of own and neighboring provinces, while aggravates it in the short term; air pollution and economic growth exist significant spillover effects, but industrial structure upgrade performs negative effects.Finally, this paper thinks the spatial effects of air pollution, economic growth and industrial structrual are the key point of controlling air pollution. Therefore, we suggest:(1) Upgrade industrial structure, especially the upgrading of tertiary industry; also, further promote the industrial structure coordination and association ability for internal of regional unit as well as between regional unit, so as to use regional resources in rational and effective ways, and this is the key direction for Huan Bo Hai Economic Region as a whole and every unit. (2) Strengthen joint prevention and control.The central government needs to make reasonable joint prevention and control measures according to the characteristic of every unit’s economic structure and industrial structure.
