The power project is a kind of special project, which has characteristics of high investment, Hi-Tcchnology, high risk, and long investment cycle etc. Generally, the life cycle of power project is divided into four stages,including project decision-making stage, planning and design stage, procurement and construction stage, operation and maintenance stage. In each phase there are a lot of risks that have the direct impact on the power project risk management effect and influence the success or failure of the investment of the power project. How to accurately identify the risks, analyze the risk factors influence mechanism of each stage of the life cycle of power project and do the overall project risk management level evaluation are the important contents of risk management.According to the characteristics of the electrical project, this paper maks a thorough research of the life-cycle of risk management of the power project, and briefly discusses how to design the coordination mechanism for the risk management. Based on division of the life cycle phases, this paper introduct a number of risk identification methods for the power projects and points out that we should adopt different identification method according to the situation of the stages. Based on this, the article discusses the risks types that they might face for each stage, analyses the risk factors influence mechanism in each phase of the power project. In order to analyze the influence degree of the risk factors of the power project and make a comprehensive evaluation of the project’s overall risk, the paper constructs a life-cycle risk comprehensive evaluation index system, and then chooses the Hierarchical fuzzy comprehensive evaluation method to make risk evaluation for the project level based on the index system, and verifies practical significance of the risk evaluation index system through an example. Finally this paper discusses how to design the power project risk management mechanism, analyzes the risk management organization mode and risk response measures for full life-cycle.
