And the only way to alleviate this problem is to speed up the development and utilization of renewable energy.At this time, with the rapid development of wind power technology, the good prospect of wind power generation further expands its market competitiveness. China attaches great importance to the development of wind power industry. The development of wind power has been the main measure to adjust the energy structure, change the mode of development, deal with the global climate change and achieve the sustainable development. Wind power industry brings some enterprises opportunities, at the same time, there is a huge risk. For wind power companies, project life cycle is divided into definition phase, design phase,construction phase and operation and maintenance phase. Risk in every stage must be paid enough attention to. So it is very important to carry out the research of risk management during the whole project life cycle, which is the premise to achieve the steady and healthy development in wind power generation field.In this paper, a large number of related documents were studied, and the basic theory of life cycle risk management were summarized. On the basis of the above, firstly, this paper conducts a comprehensive analysis for 100 MW wind power projects in Shangdu, and uses the brainstorming method to identify its risks. These risks in the four above phases are analysised shortly after, which number comes to a total of 17. On the basis of this, the risk evaluation index system is constructed. Secondly, ANP is used to determine the weight of risk factors.Fuzzy evaluation model is constructed to evaluate the risk of 100 MW wind power project,and the evaluation results show that the overall risk level of the project is low, which indicates that the project can be carried out. Finally, in order to effectively avoid the risk in the project life cycle, combined with countermeasures of risks, proposes the risk response measures,controls the overall project risk, to ensure the smooth progress of the project.This paper uses the fuzzy evaluation method to evaluate the risk of the whole life cycle of the 100 MW wind power project in Shangdu synthetically, which quantifies the qualitative results and responses to the severity of the risk more accurately, and finally improves the accuracy of risk response activities. The research of this paper can promote the steady and healthy development of wind power industry, and hope to create more benefits for wind power generation enterprises. |
