The stage evaluation of power transmission and transformation project usually includes preliminary work, project construction, production operation, economic benefit and environmental influence. Through the evaluation of each stage work, project implementation effect can be understood from different sides. Because each subitem work has a certain independence and strong professional, to get complete and concluding observations and provide the related personnel with a concise and intuitive judgment basis, carrying through comprehensive evaluation on the basis of each subitem work evaluation is necessary. General evaluation methods applied in comprehensive evaluation of transmission and transformation project are slightly insufficient in terms of considering the index coordination, and the introduction of radar chart can solve this problem. However, in the quantitative comprehensive evaluation, the traditional radar chart has the problems that the value of characteristic vector is related to the order of indexes, so that the evaluation result is not unique, and the angle between adjacent index axis is equal, so it can not reflect the influence degree of indexes to evaluation objects. In this paper, for the above problems of traditional radar chart, the subjective weight got from AHP and the objective weight got from entropy weight are combined to get comprehensive weight, and angle converted by comprehensive weight is used to reflect the influence degree of indexes to evaluation objects. Angle bisector is introduced as index axis and the area of improved radar chart and the inverse of the difference between the maximum and minimum of indexes are extracted as eigenvector. The result of the eigenvector is unique, so the only evaluation result can be got. On the basis of the stage evaluation of power transmission and transformation project, an index system of comprehensive evaluation based on project implementation effect and management level is established, and it can draw comprehensive evaluation conclusions on the transmission and transformation project more fully and completely. The improved method and established index system are applied in the comprehensive evaluation of transmission and transformation project. The comprehensive evaluation of four actual projects shows the practicality of established comprehensive evaluation index system, and validates the feasibility and effectiveness of improved radar chart.
