In recent years,China has continued to increase investment in power grids,and power grid construction has achieved remarkable results.However,with the advent of a new round of electricity reform,grid investment is facing greater pressure,and further attention needs to be paid to investment efficiency and efficiency.In order to implement the precise investment concept,improve the level of lean management,focus on efficiency and benefit,and guide scientific decision-making,it is necessary to carry out post-evaluation of power grid construction projects.Post-project evaluation is a powerful way to "improve quality and efficiency" of corporate investment.Use the scientifically formulated post-evaluation index system to conduct an effective review of the entire process of engineering technology,economy,society,environment,etc.,and find weak links in investment,which will provide reference and typical experience for the construction of power transmission and transformation projects in the future.Based on the related theories of project evaluation and the characteristics of power grid construction projects,this paper analyzes a large number of related documents and combines the properties of power transmission and transformation projects to construct a suitable post evaluation model for power transmission and transformation projects.The model includes four major aspects: project process,project effects and benefits,project environmental and social impacts,and project sustainability,with a total of 12 secondary indicators and 37 tertiary indicators.By using expert experience to qualitatively judge the importance of indicators,the importance of indicators is expressed by weight.The weight result is obtained by the analytic hierarchy process.This paper applies the constructed post-evaluation model of power transmission and transformation projects to conduct an empirical analysis on the 220 k V power supply project of W traction station,and finally uses the fuzzy comprehensive evaluation method to form the post-evaluation results.The evaluation results of the project process,project effects and benefits,project environmental and social impact and project sustainability of the 220 k V power supply project of W traction station are all "excellent".The project construction preparations are fully meticulous and orderly,the construction management is in place,the investment,schedule,quality,safety and organization management are in compliance with the regulations,the completion acceptance is smooth,the trial operation is good,and the project processevaluation result is "excellent".The technical level of the project is advanced,and good operational effects and economic benefits have been achieved.The various indicators have reached the pre-planned goals,the financial indicators are good,and the project effect and benefit evaluation results are "excellent".The project has passed the environmental impact assessment,the environmental assessment has reached the standard,and various environmental protection measures have been effectively implemented,which has a positive impact on the regional environment and ecological protection.The project's environmental and social impact assessment results are "excellent".Through the project,the reliability of users' power supply has been improved,and the level of service users has been improved.The project has strong sustainability and has a greater contribution to the development of the enterprise.The project sustainability evaluation result is "excellent".In short,the overall project of the 220 k V power supply project of W traction station was evaluated as "excellent",indicating that the project investment effect was good and the expected goal was achieved.The empirical study of the 220 kV power supply project of W traction station shows that the model can be well applied to the post-evaluation of power transmission and transformation projects,can summarize the experience and lessons of project decision-making and construction management,and put forward countermeasures and suggestions for subsequent power transmission and transformation.The project provides reference to improve the management level and investment efficiency of the enterprise.
