Reactive power and voltage control is one of the most important tasks to electric power enterprise, for which associated with net loss and the security of power system. Substations play the important role of regulating voltage and reactive power, so it is very necessary to coordinate the various substation service for overall optimization. This paper introduced multi-Agent technology, to overcome the lack of global superiority and the difficulty of coordination between superior-subordinate substations. Then analyze the establishment of the multi-Agent system, discussed autonomy and interaction of the Agent in this paper. A simple structure of system has been formed to designate that an Agent tended to be mature through incessant interaction, infer and decision with others in multi-Agent environment.Forecasting is premise of decision, and decision is purpose of forecasting. Thus, the uncertainty actual load has been raised by means of probabilistic forecasting, in which interval prediction in place of point prediction. This method can reduce the risk to minimum which combine risk decision theory with probabilistic forecasting to set up a mathematical model. A strategy of24hours has been proposed by the Agent substation, which can decrease risk to minimum and increase the voltage quality by the equipments’ action number limit. The results show that the control strategy of individual Agent for optimization of voltage and reactive power in this paper can reduce the net loss and raise the voltage quality with the times of equipments’actions and the risk to minimum as constraint conditions.
