Compared to South Korea, Japan, the US and other powers of shipbuilding,China’s shipbuilding industry is still lagging, therefore, it needs to enhance the level ofshipbuilding urgently. The development of the shipbuilding industry, on the one hand,rely on the investment in significant equipment, on the other hand, is realized byimproving the management level and construction efficiency through optimizing themanagement system. As one of the core in shipbuilding——ship outfitting intermediateproducts of welding operations, restriction of the welding production is not only theinvestment in equipment, also including traditional and inefficient management system,which is mainly presented as problems, such as serious waste of man-hours andmaterials, the imbalance of upstream and downstream production, glitches due to theirrational in operation and maintenance of equipment. This paper regards this asselected issue, puts forward the design of new lean operating mechanism, constructionand application of new welding operating system from five facts including personnel,equipment, materials, work practices and environmental control, to eliminate waste, toimprove the efficiency of welding operations, to achieve efficient organization andcontrol of the production process of outfitting intermediate products, to providetheoretical and practical basis of welding operations of outfitting intermediate productsfor ship corporate and to promoting the development of China’s shipbuilding industry.In this paper, we build the welding lean operating system to orient shipbuildingintermediate products and its operational mechanism that to start from the key issues ofthe welding process of the shipbuilding intermediate products, and discuss the programof implementation.First, we overview the welding current situation of the intermediate products ofshipbuilding, including the status of intermediate products welding and lean job ofdomestic and foreign shipbuilding, propose requirements and necessities of building thewelding lean operating system of shipbuilding intermediate products.Second, we integrate the welding production process of the intermediate productsin shipbuilding, to find out the key problems and value-added activities of the weldingefficiency and yield by analyzing its production activities through value chain analysis.Meanwhile, we combine with the results of its analysis, the lean operating connotationand lean thinking theory to build lean operating system of shipbuilding intermediate products in detail.The welding lean operating system of shipbuilding intermediate products includesfive parts of personnel management, equipment management, materials management,improved working practices, environmental control. According to the shipbuildingwelding activities of intermediate products, we set up a corresponding improvement andcontrolling in each section, provide the operating mechanism of the system, and realizethe effective implementation of the system.Finally, we practice the new system in pipe welding activities in C Ship Companyfor case study, to improve its logistics facility layout, personnel management methodsand environmental control methods for first step.
