Research On Optimization Strategy Of Southern Harbin New Town Based On Core-periphery Model

Since21st century, urban construction rapid development in the whole world.Untill2011, our country urbanization rate had achieved51.27%, the urbanpopulation achieved691,000,000, the urban population has surpassed the ruralpopulation for the first time. This symbolized our country had finished take thevillage society as the main body time, and started to enter to take the city society asthe main body new city time. The urban construction area unceasing increase,urban space expands unceasingly, and massive new towns born along with it, inwhich most are industrial new towns. Industrial new town is built to a relativelyindependent development town based on industrial development as the internaldynamics of urban development. It should to explore industrial new town spatialplanning from its impetus.Firstly, this paper have combed theoretical study of both Core-Periphery modeland the industrial new town, and analyzed of industrial clustering feature of theindustrial new town based on Core-Periphery model, and summarized three factors:the cost of transportation, manufacturing share and economies of scale, which couldimpact industrial agglomeration of industrial town. And it also analysised theapplicability of Core-Periphery model in the study of industrial new town space.Then, the paper analyzed industrial the roles and positions of new town of SouthernHarbin (hereinafter referred to as " new town of Southern Harbin ") in twodifferent sizes range, which were divided according to industry association invarying degrees, to explore the direction and size of the force which impactedindustrial agglomeration. And it summarized new town’s problems from the spatiallevel, economic level and policy level, based on the impact elements of industrialagglomeration. Finally, the paper presented optimization strategies, in the threedimensions (spatial, economy and policy), based on Core-Periphery model.By introducing spatial economics model to study the influencing factors ofindustrial new town spatial gathering, it was deepening spatial theory and trying tospecific types of spatial-based research to explore the spatial of the industrial townoptimization strategy. It enriched and deepened the theoretical system of spatialplanning of the industrial town, by studying the spatial problem and exploring howto form a center of manufacturing agglomeration according to Core-Periphery model,to ensuring the impetus to the development of industrial new town to achieve theunity of the urban development and urban construction. It has great significance tothe planning and construction, the economic and social development of industrialnew town, by planning spatial layout of industrial new town based on Core-Periphery model, follow the requirements of economic development and theobjective laws principles to guide the construction practice activities.
