Now the world is facing a big trouble——Problem of Environment and Energy.It has caused a wide concern all around the world. In China, energy consumption in air conditioning and heating which belongs to building energy consumption accounts for27%in the whole energy consumption. So it is very necessary to save energy and reduce consumption by adopting new energy and technology in air conditioning and heating.This paper is written under this background. On the basis of a project——Heating Project to the New Campus of Qingyun1th Middle School in Shandong Province Qingyun County, the paper studies and optimizes the plan of the project——Heating Plan of Cascade Utilization of Deep Geothermal Water, analyzing the scheme advantages in economy, technology and environmental protection. This not only enriches the related research, but also provides references for the implementation of the similar projects in the future. And in order to verify the technical feasibility of the plan, a test is made to the water source pump system of the42th middle school in Tianjin. The results show the high efficiency and energy saving of the system. Lastly, an investment estimate and financial analysis on the cascade utilization plan are also done in this article. Thus, the financial feasibility of the project could be known.Through a series of analyses, it could be known that the initial investment of the Heating Plan of Cascade Utilization of Deep Geothermal Water is reasonable, compared to the other two kinds of plans. The value is about17.94million yuan; And the operating cost is the smallest of the three plans. It’s about1.35million yuan. The operating cost per unit area is only7.51yuan/m2. So there is an obvious economic advantage; The technologies involved in the cascade utilization plan are all widely used and proven mature techniques. There is nothing difficult in technology; The power consumption in the cascade utilization is760.27tce, which is the minimum in the three schemes. Comparing with Coal-fired Boiler Heating System, the reduction can reach1023.86tce. Accordingly, this reduces the large emissions of CO2、SO2、dust and NOx, which are bad for environment. The environment benefit is very remarkable.In the view of investment estimate and financial analysis, it also could be seen that in the operation period, the annual profit can reach1.7051million yuan; The value of after-tax financial internal rate of return is9.30%, which is higher than the industry benchmark8%; The financial net present value equals to1.5411million yuan, which is greater than zero; The static investment recovery period and the dynamic investment recovery period are both smaller than the benchmark payback period——10years. Its values are respectively7.72years and9.72years, in which construction period is excluded; The break-even point is47.78%. It’s smaller than70%. These data above reveal that after the implementation of the project, there will be a good profitability and financial viability, as well as powerful anti-risk capability.
