Local government offices relics, as an important part in China’s historic buildings, have unique historical heritage value, academic value and architectural artistic value, which are increasingly being explored, protected, and utilized in many cities. If we analyze the current protection and utilization situations of local government offices, we may find that the relatively incomplete local government offices relics have been developed into relics parks for protection and utilization, and the complete ones have been restored, protected and utilized. We do not have many relics just like the Huizhou Fuya, but prompted by the external conditions, there is almost no case of overall rehabilitation, as rehabilitation is the highest in technical requirements and the most difficult in design.Hence, based on the general research of protection and utilization for local government offices, this paper will explore the design points and difficulties, the exhibition ways, and the positive interaction with surroundings historic sites of the Huizhou Fuya, so that we can have some understandings about their protection and utilization both at overall situation and individual case. Meanwhile, we hope to give some instructions about further protection and utilization to the Huizhou Fuya. and enlighten similar architecture sites.
