In the21st century, energy efficient houses are the most important trends of the housing industry and it is the specific practices of developing energy-efficient type of residential. Contract with tradition residential, it can not be seen much more applications of energy efficient houses if we just from the view of process cost management. We should consider not only the initialization cost but also the future operating costs and the cost caused by relevant energy conservation measure from the view of full lifecycle for analyzing the cost of residential houses better.This paper first introduces the development course of energy efficient houses and life cycle cost management home and abroad, then analyses the present status and problems of study on the cost of energy efficient houses. Next, according to the theory of life cycle cost, each phase of full lifecycle of energy efficient houses is be re-defined to focus on creating the skeleton structure of energy-saving residential total life cycle cost in cold region. The full life circle cost of energy efficient houses are be creative into two parts that one is relevant to the energy-efficiency measures and the other one is not in order to avoid the awkward situation choosing similar projects when estimating the full life cost.According to the basis that unascertained mathematics can resolve the uncertainty effectively brought when the decision-maker can not define the true condition and quantitative relation between the object because of the condition restrict, this paper elaborates the feasibility of using it in life cycle cost control. It also establishes a fast estimation model of project building cost based on unascertained measure and model based on the algorithm of unascertainty to estimate the operate cost of the construction project. Then proposing the formula related to energy-efficiency measures.This paper finally applies the estimation model and formula into example in order to validate the estimation method science through unifies by the theory and the practice. A scientific estimation method is helpful to economic benefit analysis and development of energy efficient houses.
