In1991, the Underground Space of International Academic Conference held in Tokyo through the agreement<The Declaration of Tokyo>, the agreement referred to The Twenty-first Century is the century of development and utilization of underground space. The government pays more and more attention to development and utilization of underground space. The domestic each big city also expanded on the development and utilization of the underground space. Anshan underground space development and utilization are from passive to active, from passive utilization to active guidance. In the process, management has gone wrong. New form and new technique appeared. The government should as soon as possible to develop a complete and feasible management mode, to solve the existing management mode’s limitation and problems. based on the existing management mode research in Anshan, find out the problem of existence:lack of special laws and regulations%air defense planning backward、no body that oversees the planning of underground space、government leading shortage、underground pipeline information sharing、no independent institution management、management program is not smooth、investment and financing problem.On the development and utilization of underground space management, Analysis of causes for each, Find a solution. The solution to the problem, finishing the development and utilization of underground space management program, on the underground traffic facilities、underground pipeline facilities、underground space building、the underground civil air defense engineering this four kinds of forms of underground space project, the underground civil air defense engineering this four kinds of forms of underground space project.
