Research On Combining The Civil Air Defense Project With Development & Utilization Of The Underground Space

With the changes of international situation, the strategic security situation around China becomes unusually complicated. The strategic adjustments of the great nations in the new century, Taiwan issues and the territorial disputes on the Southern China Sea, etc, are among the unsure factors affecting our strategic security. The high-technological warfare in future will be mainly characterized by the conventional war under nuclear deterrent. In this background and together with the practical construction of the civil air defense construction project,the motive and feasibility of combining the civil air defense project and development & utilization of the underground space were put forward. The principle, mode and method of combining the civil air defense projects and development & utilization of the underground space have been studied. The results in this paper are as follows:1. Firstly, reviewed the types and features of projects combining the civil air defense projects and development & utilization of the underground space in other countries, this paper appointed out that there is a necessity and possibility to regard the urban underground space as a part of the defense space in the civil air defense and the development and utilization of the underground space in China.2. Secondly, on the basis of theoretical analyses of combining the civil air defense project and development & utilization of the underground space, the motive and feasibility of this combination were put forward. Then the important roles of combining the civil air defense project and development & utilization of the underground space in urban underground defense space system were investigated, further the three theories, which are system theory, perfect-matching theory and function-resemble theory, attributed to this combination were put forward.3. Grounded on the layout, the basic form and method of urban underground space, this paper proposed a development mode of"point→plot→district→net", combining the civil defense project with the underground space development and utilization. This mode will lead to a formation of underground defense space system. The comprehensive projects which combined the civil defense engineering with the underground parking system, the underground pavement system, the underground synthesized pipeline system, subway system and normal underground space and etc. were analyzed and demonstrated.4. The civil air defense engineering and the underground space construction project in Nanjing was taken as an empirical case to investigate the combining. Then this paper also proposed several measures of program planning, technique insurance and etc. for the civil defense projects combining with the underground space development and utilization.
