Research On The Cooperative Development Of ST Civil Air Defense Project And Surrounding Underground Space

With the acceleration of urbanization in China,people’s demand for land resources and space is also increasing,and the contradiction between urban space development and land resources supply is becoming more and more prominent,such a grim situation has accelerated the pace of China’s underground space development.The development of underground space in our country has gradually changed from the single civil air defense project which takes the war preparedness as the main body to the diversified development methods such as underground transportation,underground trade,underground municipal administration,underground public administration,underground storage,etc..In this context,the construction of urban civil air defense projects should seize the opportunity to increase more social functions and give full play to the comprehensive benefits of underground space on the basis of satisfying urban safety protection,in order to realize the coordinated development of underground space and civil air defense engineering.At present,the diversification of underground space development makes its fortification problem more and more complex.Taking the actual situation of civil air defense engineering and surrounding underground space construction in St Project as an example,this paper analyzes and studies the problems existing in the process of its cooperative construction,such as the imperfect laws and regulations,the difficult coordination of management,the lack of deep understanding,and the lack of active technological innovation,and draws lessons from advanced engineering construction experience,at the same time,it puts forward the author’s views in the aspects of policy guarantee,personnel training and national defense propaganda,hoping to provide a certain reference for similar projects,making the city’s underground space expand the demand for the use of ordinary functions,at the same time,it strengthens the integration between the construction of civil air defense projects and the development of the city,and improves the overall comprehensive benefits of the development of underground space resources,together,they have promoted better scientific utilization of urban underground space resources.
