Surveillance, communications and navigation are the three foundations of the newnavigation system and has an important impact on the capacity of the air trafficmanagement. Integrating GPS global satellite positioning technology andsurface-airborne, airborne-airborne data link communications technology, Automaticdependent surveillance broadcast (ADS-B) technology provide the monitoringcapabilities of the aircraft.ADS-B services can be able to provide flight information dynamically, to facilitatethe pilot on the surrounding airspace for visual perception information, as well as easytraffic control by controllers at ground stations. ADS-B technology overcome sidelobeinterference problems and answer signal aliasing problems, and it also have higher dataaccuracy, simpler work ways, lower prices and wider scope of usage than secondaryradar system. Countries around the world are now active in the development of ADS-Btechnology and China is just stepping in a early stages with only part of the ADS-Bfunction was used in a few airports.This article was based on the project of "The study of ground cooperationmonitoring” and research work was made on ADS-B surveillance. In this article,1090MHz data chain was introduced, message processes and ADS-B function of groundsystem was discussed, overall and detailed design program was proposed. Based onads-b signals process processing, the overall design program was divided into threemodules: the front-end RF signal processing module, video signal processing module,the back-end data processing module. As the research focus of this paper, target trackingmodel was established for back-end part, query function was additional. Process modelof common S address targets and duplicate S address targets was created, issues ofstates transitions between each other, track updates at each state, distinguish betweencommon S address and duplicate S target, conversion between ordinary track case andduplicate track case, periodic updates of surveillance file were solved.From the standpoint of implementation, overall scheme of ADS-B system wasdesigned first, overall program of surveillance functions was proposed later, detailed software design was given in the end.In the aspect of theory research, study of ADS-B position messages Encoding wasmade, a idea was proposed that longitude distortion increases with latitude can beeliminated, and NL formula of CPR(Compact Position Reporting) algorithm wasimproved.To ensure that the program and implement is validation or not, test cases that meetthe testing requirements were designed, the correction and capacity of the system warsverified. The simulation show that the program designed in this article can effectivelytrack the target accord to ED-129.
