With the rapid development of modern social economy, Tibet area some oldbuildings have been unable to meet the increasing requirements of perfect use offunctional requirements, if these old buildings pulled down to build, not only to putdemolition cost expensive, long construction period, but also in the demolition processgenerated by dust, dirt and other causes serious damage to the environment. So to havethe original buildings reconstruction condition after a reasonable extension after it tomeet the new requirement, is not a saving investment, shorten the construction period,environmental protection, good investment benefit is an important means of rapidformation.This paper first describes the research background and significance of the topic,expounds the important role the aid-Tibet projects in the development of nationaleconomy, and the analysis of the extension project of comprehensive benefits of theresearch status at home and abroad were studied. On this basis, elaborated this articleresearch content and research methods.Then, this paper introduces the concept, function and characteristics of theextension project, then analyzes the extension project evaluation method. According tothe basic principles of establishing the index system and based on the theory ofsustainable development, introduced in the selection of indicators, from economicdevelopment, social progress, environmental coordination three aspects puts forward24evaluation indicators, established fuzzy sets to two level fuzzy evaluation model basedon the theory of comprehensive benefit expansion project.Finally, taking Chongqing Tibet apartment renovation and expansion project as anexample, using the index system and model proposed in this thesis is a case study. Atthe same time, considering the evaluation of renovation and expansion projectcomprehensive benefits according to the index weight of each index are taken intoaccount, this paper improves the general calculation method is used in the evaluationprocess, the synthesis algorithm improvement for the weighted average calculation,obtains the Chongqing Tibet apartment renovation and expansion project comprehensive benefit level for the general, and by the calculation results of evaluationthe results were compared with the expert, shows the results of rationality, whichverifies the rationality and feasibility of the model.Evaluation index system and fuzzy evaluation model is proposed in this paper, canbe expressed quantitatively and evaluate the relative merits of reconstruction andexpansion project, provides a basis for government decision-making, has certainpractical significance.
