Since the normal operation of the Three Gorges reservoir,the hydraulic engineering construction is increasing at home.The evaluation of water conservancy project con struction project also gradually reflects its importance.Water conservancy projects are gradually developed from a single function to multifunction,and modern hydrauliceng ineering projects often have multiple functions such as flood control,power generation,navigation and water storage.In order to improve scientific decision and improve management level,the whole project should pay attention to the evaluation function before and after the project.The research on the theory and method of the evaluation of water conservancy project construction projects is constantly strengthened,and the concept of governance proposed by China’s leaders is integrated into it.This paper selects the project of Guangdong bay head water conservancy project as the practical example of the project evaluation of water conservancy projects,and ad opts various evaluation indexes for comprehensive evaluation.The research has been carried out in many aspects:(1)and the thorough analysis our country economic external characteristics of wat er conservancy project construction project,the water conservancy projects of all kinds of benefits are classified,and using external theory to divide.In order to integrate the basic national policies of our country,this paper integrates the concept of sustainabled evelopment and the scientific development view,and evaluates the evaluation method as comprehensive benefit.The significance,evaluation principle and evaluation metho d of comprehensive benefit evaluation are discussed.(2)by domestic and foreign water conservancy project benefit evaluation indicators and the way of contrast,put forward suitable for China’s national conditions of water conservancy project comprehensive benefit evaluation index system,the concrete eval uation index more than 16,adopted by the evaluation method of multi-level fuzzy com prehensive evaluation method.The indexes enumerated can be used for the general wat er conservancy projects,and the evaluation indexes can be added to the special water conservancy projects.At the same time,the indexes are described in detail,and the met hods of converting to numerical evaluation are presented.(3)In this paper,the comprehensive evaluation system of the project benefit of water conservancy project and the project of Guangdong bay head water control project are put together to evaluate the project of Guangdong bay head water conservancy project.Through the empirical evaluation,the theory and method constructed by the standard is proved to be correct.It is also indicated that the project of Guangdong bay head water conservancy project is feasible.The method provides a certain value for the up-front analysis and decision of small-to-medium water conservancy projects. |
