Railway transport has always played an important role in the development of national economy. In the situation of China’s rapid economic development, the existing transport system has been unable to meet the demand for railway development. The railway development is turning to the construction of large-scale high-speed railway. At present, CTCS-3train control system is the highest level of Chinese passenger rail train control technology, in which all electronic computer interlocking system exchange approach license and datas of train status with RBC in order to control the operation of the train,RBC send the generated driving license to the on-board equipment by the GSM-R network. Communicaton between all electronic computer interlocking system and RBC relates to traffic safety. It needs high level of safety, designed of safety communication interface is very significant.This paper analyzes the requirements of safety communication between all electronic computer interlocking system and RBC. According to the “General Technical Specification of CTCS-3Train Control System”, informaton transmission network between all electronic computer interlocking system and RBC belongs to open transmission system, information transmission need to ensure the authenticity and integrity of information, also need to guarantee that information can only be exchanged between authorized users. The European Standard Specification EN50159-2is designed for safety related to communication of open transmission system. Therefore,according to the EN50159-2standard specification,the possiable threats are analyzed while doing the safe and reliable information transmission between all electronic computer interlocking system and RBC. And by adopting effective safety measures to these security threats, including serial number protection, cout of EC protection, security code and encryption protection, safety communication between all electronic computer interlocking system and RBC can attain high level of safety. These safety measures are realized by inserting a security layer between applicaton layer and communication transport layer. Therefore, this paper further studies the interface between security layer and application layer, also the interface between security layer and transport layer, including the security service model, service primitives and service process of security layer.In the paper, based on the requirement analysis and related theory studies of secure communication between all electronic computer interlocking system and RBC, the secure communication protocol are designed, which mainly includes the design of secure communication protocol structure and message structure, the design of message sequence, the design of safety states. The design method and process are descripted detailedly. And on the basis of the design, by choosing the VxWorks operating system as the host platform, the designed secure communication protocol is implemented in VxWorks operating system.The design of communication interfacce between all electronic computer interlock system and RBC can fulfill the requirements for high level of safety and is practical, based on the analysis, design and implement of the security communication protocol.
