Along with the urbanization level and the population enhance unceasingly in our country,the ownership of cars is getting higher and higher. In order to relieve the growing pressures ofthe urban transportation, many big cities are planning rail transit with high speed and largevolume, but because of the construction is costly and time consuming, it is not suitable for allcities in our country at present, but bus rapid transit is low in cost and fast construction, so ithas significant improvement on alleviating the urban traffic pressure, optimizingtransportation and guiding the land use of cities. Relative to the theory of the conventional buslines and subways channel layout, bus rapid transit planning is not very mature. How to startfrom bus rapid transit itself, set the lines scientifically? It is the problem this paper needs tosolve.The paper is about the bus rapid transit lines planning in no rail city, so it should analysisthe adaptive of bus rapid transit first, discuss the adaptability of bus rapid transit to theexternal conditions and internal conditions of the city. The external condition contains theinfluence on BRT such as economic development, land use, urban spatial structure and relatedpolicies. The internal condition is about BRT itself and contains traffic conditions, roadconditions, travel cost and distance.Before setting bus rapid transit lines, it should first determine the layout and size of busrapid transit channels. Based on analyzing the bus rapid transit network principles and urbanspace layout principles, this paper uses time-density model to determine the scale and layoutof bus channel networks, then forecasts the future demands by using the urban traffic flowand bus actuality, determines the size of public transport channels last. This paper improvesthe traditional four-stage method, adjusts the order of the steps in forecasting. Forecasts thegeneration of urban resident travel in first step, then divides the traffic distribution anddivision together, finally distribute the bus rapid transit passengers flow on the channels.Judging whether the distribution of bus rapid transit passengers flow on the channels satisfythe planning object or not, if not, resets the parameters, so cycle, finally get the optimal busrapid transit channels and layout.After determining the scale and layout of bus rapid transit channels, next is setting busrapid transit lines. The layout of lines is reasonable or not can reflect in the network can solvethe travelling of passengers and the problem of urban traffic congestion, so it can be judgedby the attraction of passengers flow. This paper guides the layout of lines reversed by usingthe attraction of passengers flow, using bi-level optimization model on optimizing the linelayout. In the specific operation, considers the single-strand line first, considers the possibilityof setting multiple lines after setting single-strand lines. When setting lines, the specific road conditions should be considered, takes the important transfer hub as objects for setting lines,when setting multiple lines, considering the roads can accommodate the biggest number oflines and vehicles. The shortest driving time in the entire road network system is still theoptimization goal. By analyzing bus rapid transit channels’ capacity and direction of transfernodes, optimizing the network efficiency. Finally validates the related theories of this paperthrough analyzing a case. The result confirms that the theories and methods can solve thepractical problems effectively and is feasible.
