With a fast development of society and economy in China, the shortage of water resources and deterioration of ecological environment were more serious and urgently need to take water resources unified management in the river basin scope. The paper firstly studied the characteristics, system, theory and method of water resources management on river basin, then had a key study on the water withdraw permit system of river basin, the water resources regulation, the mechanism of drought emergency and the gross control of water pollutants. And the obtained main results are as follows:(1) Based on the defining related conception of the river basin water recourse unified management and the describing its connotation,, the main studied contents of river basin water resources management have been proposed. And the corresponding theoretical system has been constructed. From economy, administration and law level, the functions, characteristics and methods of river basin water resources management have been discussed.(2) The support vector machines forecasting model of water demand based on chaos optimization technology has been established after anayzing the least square method and chaos optimization technology. Then by anayzing the connotation and basic principles of water resources rational allocateion and theoretical mechanism, characteristics, merits and demerits of water resources allocateion on demand-decided model, supply-decided model, macro-economy and sustainable development, the models of user participation, weighted modification, same multiple method, optimization and optimization operation of reservoir system have been established to study water resources and environmental carrying capacity. In the charpter the models and methods have been applied to WuJiang river, Yellow river and northwest China and the research results was satisfied.(3) By analyzing and learning from internationall water withdraw permit system, and according to the actual conditions of internal basin water resource management, the establish principle, applicable scope, basic requirement, management system, management right and application & approval procedure of water withdraw permit system in our country are studied in the paper. Especially emphasizing on the water right market, total amount control, ration management, construction project water resource appraisal, basin water taking license management and its supervising management in our country, and the basin water withdraw permit system for our country are put forward in the paper.(4) Setting drought warming standard on water regulation of river basin, and determining the basic element showing from specific drought year, and the mechanism of drought warming has been built and be applied to yellow river to made the preparedness plans to resist drought in 2003. In the plans, the implementation of water regulation has been analysis and the constructive preventive measures and emergency countermeasures have been proposed. All of thses established and composed the emergency mechanism of burst events in water regulation.(5) According to studying the gross quantity control theory of the pollutants, one-dimensionaland two-dimensional computing model of river pollutants was built and take river function area as the control unit to realize the total amount minimum. The paper depended on water quality current situation of Lanzhou, Baotou, Sanmenxia and Huayuankou to compute, analyze and put forward improved measures.(6) The digital watershed water resource management and operation decision support system are described from the digital watershed and management aspects. And it is established and its function is described that water resource management operation framework and system of the yellow river basin. And the sub-system is developed used to yellow river water resources regulation scheme and management and it has complete functions and amicable interface.
