| With the high-speed progress of urbanization and the rapid urban socio-economicdevelopment, there is a rise in the ownership and usage of urban motor vehicle whichcauses serious traffic congestion problems in cluster cities. In recent years, the study onurban traffic congestion problems to some large cluster cities has been given attentionby society of all sectors of the community. It is an important basic research of theevaluation on cluster cities’ traffic congestion for the study on the strategiccontermeasures. Therefore, the evaluation on the urban traffic congestion of clustercities has been studied in this thesis based on the features of the cluster cities and thecharacteristics of traffic congestion in cluster cities.The main contents are as follows:1) it analyzed the characteristics of cluster cities with the method of case analysisbased on the field research. And it pointed out that there was a close relationshipbetween the characteristics and traffic congestion in cluster cities.2) it summed up the characteristics of the spatial evolution and time evolution onurban traffic congestion through theoritic analysis on traffic congestion definition,traffic congestion types and its principles and the study on the actual situation of trafficcongestion in cluster cities. On the basis of field research, it analyzed the mechanism tourban traffic congestion from the prosperity of macro level, meso level and micro levelby the method of multidisciplinary analysis and three-level analysis. It demonstrated thetheoretical foundation and empirical basis of the establishment of the comprehensiveevaluation index for traffic congestion in cluster cities.3) it studied the comprehensive evaluation index for traffic congestion in clustercities by statistical analysis and qualitative analysis. On the one hand, the indexes ontraffic congestion condition evaluation were formed based on the peak periodintersection congestion rate, the congestion rate of channels between clusters and roadscongestion degree from the characteristics of the delegation to urban traffic congestion.On the other hand, the risk evaluation indexes of serious traffic congestion tocluster cities were founded based on the development stage risk indicators, urbantransport structural risk indicators, urban traffic management risk indicators as well asindividual motorized traffic demand growth and management risk indicators from the characteristics of the delegation to the characteristics of the city and tour the city trafficcongestion.Moreover, it determined the weight of index by using the method of AnalyticHierarchy Process.4) it evaluated the traffic congestion status of the main city and the degree of riskof serious congestion by taking the main city of Chongqing as an example. And it cameup with the main points of traffic congestion management and the primary points on riskprevention of serious traffic congestion. It tested and verified the practicality of thecomprehensive traffic congestion evaluation index to cluster cities. Furthermore, itproposed four main ideas on managing traffic congestion based on the results of thetraffic congestion evaluation of the main city in Chongqing. |
