Research Into The Comtermeasures To Alleviating The City Traffic Congestion Of Our Country

With the rapid development of the economy and society, most of the cities all over the world are facing with the serious problem of traffic congestion. Along with the continuous and rapid development of our country economy, rapid growth of mechanization level, serious zoology envirnment problem, and shortage of city land resources, the traffic congestion of each big city in China is more and more serious, and it has seriously affected the economic and social development of our country. Therefore, the study of the theory and reasons and countermeasures of the traffic congestion has very important practic significance in economy and society sustainable development of our country. It’s also an important job for the government currently.The paper studies around how to manage effectively the city traffic congestion, combines theorotical research and practical experience through qualitative and quantitative analysis and comprehensive study.The first part of the thesis is the theoretical basis of the city traffic congestion management. It analyses the related concepts and the theoretical basis of the city traffic congestion management, including concept, types, properties, influencing factors and main theories of the city traffic congestion management. It also studies furtherly the theory of the city traffic congestion management through four angles as economics, sociology, ecology and ethics.The second part is the reason and the management situation of the city traffic congestion. It mainly studies the harm, causes analysis and the management situation at home and abroad. It broughts up in city traffic congestion five reasons, which are the imbalance between traffic supply and demand, the rapid growth of city urbanization, the lack of overall strategic transportation, the imperfect traffic management system reform, and the poor traffic laws publicity and education. So that it can lay realistic basis for the city traffic congestion management of our county.The third part is the countermeasures of the city traffic congestion of our country. It offers specific countermeasures through three aspects as traffic supply management, traffic demand management, and traffic mechanism reform. The traffic supply management includes three aspects, which are to increase capital investment, strengthen the nation traffic and transportation planning and improve the efficiency of traffic. The traffic demand management includes five aspects, which are to develop the public transport in priority, control the number of motor vehicles, practise traffic congestion toll system, develop multiple modes of transportantion and work at the wrong system. The traffic mechanism reform includes four aspects,which are integration reform of traffic system, traffic legal system, housing system, census register system. From the above aspects of the thesis analyses comprehensively the management of city traffic congestion measures, so that it can be solved on the short and long-term way.
