In recent years, BT construction mode has attracted wide spread attention for its rise and development in China’s construction industry. The government is especially in favour of this mode, not only because it eases the pressure on government finances by absorbing funds into the construction of government investment projects, but also improves the drawbacks of the homogenization of the government investment projects in the field of investment entities. However, before adopting the BT mode in consturction project, there are special problems to be solved. As for the project investors, the biggest issue is the problem of BT mode project management and investment control. In order to solve the above problems, this paper combined the research achievement in the field of BT mode full life cycle theory, the project risk chain as well as the the BT mode project investment control, the full life-cycle theory was selected as starting point,the relationship between the BT model risk chain and investment control influence was chosen as the main line of research, analysis and evaluation of the risk chain impact on the entire project investment control was presented, and the control strategy of BT mode project construction control based on the loss control was proposed.The main work and innovation are summarized as follows:Firstly, on the basis of the full life cycle of existing BT mode, standard BT mode was taken as the research objective, investment composition of BT mode was studied, and supplement and improvement of the basic theory of the risk chain was completed. The research consideration includes the characteristics of the risk event, the type of risk chain and the concept description of risk relationship. The characteristics of risk contains independence, mutant, derivative, legacy, induced, etc. The type of risk chain contains combinations chain, causal chain, copying chain, migration chain, series risk chain and parallel risk chain. The concept description of risk relationship contains the importance degree of probability, structure and loss.Secondly, the model of the full life cycle risk chain identification that influences BT project investment was build. Risk factors of life cycle stages was identified by using combination of qualitative and quantitative methods, and characteristics matching of individual risk factors together with risk chain matching were also completed. BT project risk chain identification model was build, and the example of Guizhou highway project was given for further description.Thirdly, the risk chain assessment model of the whole life cycle of the BT project investment control was build. The assessment of the risk chain was done from risk event and risk chain. Based on the divided three risk event level and two-dimensional risk evaluation methods, the assessment and the identification of key risks and key risk chain were done by using the calculation model of the ideal probability and loss and the corrected probability and loss based on different risk chain type.Fourthly, BT mode project investment control model was build from the aspect of risk loss control based on the philosophy of risk management. Furthermore, three aspects of investment control was also presented, namely, the limit values set by the risk of loss, the surpervise of the risk loss and the reply to risk loss.
