With the rapid development of socio-economic and urbanization in our country, as well as the vehicle population continues to grow, urban traffic problems become more serious.Traffic congestion, traffic accidents, environmental degradation caused by traffic are included in the common traffic problems. And transport energy consumption is a major problem that affect human development prospect in the future and should not be ignored. Energy is a necessity and derived thing for survival of human society. The transport system in the process of human society development will consume a lot of energy inevitably. It is a complicated system research that how to reduce energy consumption in the transportation system and how to use the limited energy reasonably and effectively.Urban road network is not only the physical basis in urban development, but also plays a vital role in the urban transportation system. From the macroscopic view, it will be conducive to construct an economic and environmental sustainable development city when the factor of transport energy consumption is fully considered in the design process of urban road network. From the microscopic view, the key signal intersection control strategy will affect the network traffic flow assignment results, thereby affecting the load of the roads and intersections. So it will indirectly affect the vehicle driving-cycle and the energy consumption of traffic flow in transportation system. Based on the above analysis, this paper focus on macroscopic urban road network and micro intersection signal control strategy. Based on the basis of existing research results, this paper studys the following aspects:(1)From the viewpoint of transport energy consumption, in this paper, traffic engineering and complex network theory is combined for establishing the total energy consumption of road network character and other characters, which is used to analyze and calculate the checkerboard, the radiation ring and the ribbon three typical road networks. Finally, the energy consumption level, dependence of intersections and sections, and energy consumption threshold of three types of road network are obtained, when traffic producing and absorbing of network traffic between each district is small or large.(2)Saturation flow rate model of different types of conflict is established based on the analysis of non-signal control intersection conflict types, and combined with the theory of queuing to solve the delay time in non-signal control intersection. At the same time, the delay time of signal control intersection model is established, combined with the vehicle deceleration behavior on signal control intersection. Travelers optimal travel time route choice behavior modeling is established based on Travelers information or experience by combining the delay time models of the signal and non-signal control intersections. The feasible direction method is used to solve the nonlinear programming problem, and many indicators are established. It is the same to the traveler optimal energy consumption route choice behavior modeling.(3)Based on the key intersections in road network, this paper develops signal control strategy evaluation system of road network to calculate the evaluation index. Analytic Hierarchy Process is used to score the signal control strategy program based on the above evaluation index hierarchies. Finally, the example application demonstrates the method feasibily.
