The municipal facilities is the public facilities built by the national investment,generally refers to roads, bridges, mass transit, water, sewage, gas, electricity, streetlighting, park greening etc…, and its affiliated component. Following the developmentof economy, the city dimensions is becoming larger and larger, the number and types ofmunicipal facilities is increasing sharply, all of these bring great pressure and problems to themanagement unit of municipal facilities. At the same time, the backward management, theseparated information and not sharing data of the traditional municipal facilities resultin low efficiency, not timely discovery and treatment problems. And most of thetraditional municipal management softwares depend on the commercial localization ofgeographic information engine, development authorization and buying map, however,the cost of the annual upgrade to the traditional municipal management is expensive,and it cannot meet the demands of the current open Internet. Thus,it is indispensable toestablish new municipal facilities management systems with Information standard, workefficiency, low cost by the way of modern information technology.Google Earth is a free virtual globe software provided by Google Corporation, itcan appear the landform in three-dimensional space, which provide the feeling of bepersonally on the scene for the users. WPF is Microsoft’s latest software developmenttechnologies, its powerful next-generation user interface technology greatly improvesthe user’s visual experience, and its many advanced language features greatly simplifythe task of developers. This thesis is exactly to aim at the current municipal facilitiesmanagement problem, on the basis of in-depth study of the Google Earth platform, usesWPF technology to design a set of software system applied in urban public facilitiesmanagement, and applied the municipal facilities management on3D Virtual Earth. Theestablished visualization and interaction methods for Facility data improve the level ofintegrated management of municipal facilities, and provide important support for theconstruction of digital city management. The main research work is as follows:1. Research on the Google Earth platform, packaged three-dimensional mapcontrols, developing the control of map control and application interfaces. 2. Analysis the major technologies of WPF, and apply them to the developmentprocess of municipal facilities management. Such as data binding, user controls, WPF,Win32calls and so on.3. Combining with the digital city construction in Chongqing, design and developmunicipal facilities software based on the open Internet and low cost.4. Carry on a Three-dimensional model according to the facilities data, and play toshow in three-dimensional map controls.
