At present, the building energy accounts for40%of the world’s total energy consumption according to the World Business Council for Sustainable Development report "Industry Transformation:Building Energy Efficiency" in April29,2009. According to statistics, China’s total building energy consumption increased year by year, the current building energy consumption in China accounts for about27.5%of the whole terminal energy consumption. State office buildings and large public buildings in cities consumed about22%of total electricity consumption in China, even its proportion is only about4%. Along with the further development of urbanization, commercial building energy will keep increasing. Promoting public building energy efficiency, reducing overall energy consumption of commercial buildings, is imminent.As one of the most important constraints means, commercial building energy efficiency standards have made a great contribution to reduce social energy consumption.Building energy efficiency standard revision work should keep pace with The Times, in order to more adapt to the current investment, technology environment, and to improve people’s quality of life services.This paper first established the methodology to define commercial building design parameters oriented by the commercial building energy efficiency target. It is an exploration and innovation of research on building energy efficiency standards revision.This article described a method to decompose the national building energy efficiency target to commercial building sector. The researcher established a hierarchical analysis model of building energy consumption based on national energy statistical data and building energy structure. The Integrated energy consumption weighting factor of central heating, commercial building energy consumption, urban residential building energy consumption and rural residential building energy consumption was obtained with the Analytic hierarchy process (AHP). After this research the conclusion that newly built public buildings need to bear the energy-saving rate of14.3%relative to the average energy consumption of public buildings in recent years could be drawn, in order to finish the "Twelve Five" building energy saving target. At the same time, this paper introduced a methodology to get the building energy efficiency target though detailed building energy modeling and calculating. The researcher established a detailed economic analysis models and thermal analysis models of building envelop and HVAC system equipments. With these modles all kinds of typical commercial buildings could be simulated in every climate zones. By the SIR optimization method the best relationship between energy efficiency and investment increase could be found. Then the proper simple payback period and investment increase determined the building energy efficiency target. Under a certain energy efficiency target we can find the optimized building parameters.
