Fishing port is the place where fishing boats engaging in fishing operations getmoored, unload, get supplies and important bases for the supply of aquatic products,as well as important guarantee for the safety of fishermen’s lives and properties. Fishery is well developed in Shandong Province, and alarge number of fishing port plays an important role in the protection of fisheryproduction and fishermen’s lives and properties. But the functionally diversifieddevelopment is lagging behind, and, there are many problems. Based ongeographical location, natural resources and industrial base of Shandong Province,as well as Accurate functional orientation, to build a multifunctional fishing portcluster become the urgent need of the fishing port construction and fisherieseconomic development in Shandong Province.Combing the basic connotation and development characteristics ofmultifunctional fishing port and related concepts, the thesis introduces thedevelopment course and fundamental construction of fishing ports in Shandong Province, and then, uses the Fuzzy Comprehensive Evaluation Model to make acomprehensive evaluation and analysis on the multifunctional construction status offishing ports in Shandong Province. Combined with the actual investigation offishing ports, the thesis also sums up the constraints of multifunctional fishing portconstruction in Shandong Province. Finally, learning from the experience in thedevelopment of multifunctional fishing port of United States, Japan, South Koreaand other countries and regions, the thesis comes up with exploratory fishing portmultifunctional expansion model and layout planning assumptions according withthe actual development level of Shandong Province, as well as targeted policyrecommendations. The main content of the thesis is as follows:First of all, based on the functional diversification development status of fishingport in Shandong Province, builds the two-level evaluation index system includingthree first-level index such as fishery production base function, secondary andtertiary industries expansion function, economy growth function of fishing areas.Then uses the Fuzzy comprehensive evaluation model to do a detailed analysis andobtains the overall conclusions that the functional diversification of fishing ports inShandong Province is not well.Secondly, based on the field research of Yangkou fishing port in Shouguang,Shazikou fishing port in Qingdao, Xiaying fishing port in Changyi, sums up theconstraints of multifunctional fishing port construction in Shandong Province suchas low overall level of fishing port construction, underdevelopment of fisheryvillages and small towns, callous indifference of fishing port development,Investment and financing channels for a single, power shortage of Sustainabledevelopment, etc.Again, based on the learning from the experience in the development ofmultifunctional fishing port of United States, Japan, South Korea and ZhejiangProvince, carry on detailed planning focusing in guiding ideology, basic principles,development goals, functional expansion mode and spatial layout system ofmultifunctional fishing port construction in Shandong Province. The spatialdistribution of the multifunctional fishing port system in Shandong Province built in Yanwei fishing port cluster, Qingri fishing port cluster, Weidongbing fishing portcluster. Each cluster determines the functional expansion mode suitable for their owndevelopment, based on which selects development point fishing ports and auxiliaryfishing ports, and around them to build first and secondary development axes,forming a reticular spatial structure of fishing ports.Finally, implementation of measures on multifunctional fishing port inShandong Province is raised. Countermeasures mainly consist of to increasefinancial support, to bring into regional development planning, to broaden theinvestment and financing channels, to innovative operations management system, toimprove the legal system, to strengthen the construction of fishermen’sorganizations.
