Research On The Taxi Operating Mode And Related Key Issues Under Government Regulation

With the rapid development of social economy and improvement of people’s living standards, the taxi has become one common choose for people to travel and it is an important complement of urban public transportation system. The well-operated taxi market has positive effect on residents’benefit, so government departments have a series of regulation policies in the taxi industry. In recent years, the taxi strikes and disputes between taxi drivers and the companies occurred all over our country. These problems expose that the taxi operation mode is maladaptive under the current government regulation, and the solutions on the key operating issues are unreasonable. Therefore it is necessary to study the taxi operation mode and its key issues under the current government regulation.Firstly, we analyze the taxi industry and the government regulation to cognize the existing problems and functional orientation of the taxi industry in our country, as well as theoretical basis and the content of government regulation. The taxi operation mode in our country is discussed to explore the taxi operation mode evaluation criteria under the government regulation. After establishing the evaluation indexes of the operating mode, the evaluation model about the taxi operation mode under government regulation is established by the Analytic Hierarchy Process. Then the key issues in the urban taxi operation are analyzed. Considering government regulation and the benefits of the taxi industry, the issues of taxi numbers, fares and service quality control are analyzed in order to find reform measures and recommendations. Finally using the development of Hefei taxi industry as an instance, we study the Hefei taxi operation mode and the key issues, and put forward the reform and development recommendations about the Hefei taxi industry.
