In recent years, with rapid development of air traffic flow, the original air traffic control systemcan not meet the traffic needs of the growing, part of the airport and terminal area have appearedshort-term traffic congestion, which results in a large flight delays, seriously cause danger to flightsafety. At present, the traffic management of flights in terminal area mostly depends on the experienceof the controller, the ability of controller is limited especially during the rush hour of busy airport. Inforeign countries, such as America, Europe, the auxiliary and decisive system of the sequencing ofarriving aircrafts is applied in many busy airports and terminal airspaces. That system is combinedwith air traffic automation, and it could lower the workload of the area traffic and the approach radarcontroller, accelerate the flow of the terminal areas, and reduce the delay. So the research on thearrival sequencing assist system is important for improve the operating efficiency of busy airports、achieve the modernization and automation of air traffic control.The paper focuses on the sequencing problem of aircrafts for multi-runway operation in terminalarea, the optimal sequencing model and optimization methods were studied. Firstly, the concept ofterminal areas and airspace structure are introduced, and introduce the domestic and internationalarrival flights sequencing algorithm. Consider the impact of a variety of limiting factor of arrivalscheduling, this paper proposed an algorithm of multi-runway arrival sequencing, which based onCPS, established the optimization goal of the shortest completing time. The proposed method hasbeen tested by an example based on practical data from Beijing capital international airport. Thecomparison with current method demonstrates the superiority of the new method in terms ofeffectiveness and efficiency. In the end, the paper design and develop a decision support system forthe sequence of arrival aircraft.
