| Master planning is highly comprehensive and often involves long-term of planningcovering a wide range of issues because it concerns the socio-economic development,land use, spatial distribution for a region during a specific period. Hence, it caninfluence the overall development of urban and rural areas in terms of society, economyand environment. In this regard, stressing environmental impact assessment of masterplanning is of strategic significance to improve the quality of decision-making for urbanand rural development and achieving sustainable development.First, the study conducts a systemic research on the theories of environmentalimpact assessment of planning. At the same time, from the perspectives of practice, thestudy also draws conclusions about the assessment objectives, procedures, technicalmethods and the features of practice in domestic and foreign plannings. Then, the studydemonstrates an environmental impact assessment case study for Qingbaijiang District,Chengdu with respect to master planning. After that, based on the case, the studydiscusses the relevant theories, technical guidelines and practical experience and pointsout the assessment procedures, technical roadmap and technical methods and theiradaptability in Chengdu, their key points of application and how to further improve andoptimize them. On the basis of the research focus, this study elaborates on aspects suchas ways of identifying the environmental impact assessment of overall urban planningin Chengdu, predictions about the main factors influencing the environment and theapproaches of assessment technology. Meanwhile, conclusions are made regarding theabovementioned aspects. At the end of the study, main conclusions are recapped.Besides, suggestions are put forward to make further improvement regarding theapplication of some new technologies, follow-up assessment technical methods etc. forreference in future researches. |
