Impact Analysis And Development Proposals Of Night Restriction For Highway Passenger Transportion In Fujian

As the growth of the expressway mileage in our country and the rapid development ofhighway passenger transport, the highway traffic accidents are increasing, people are moreand more concerned about the safety of the highway passenger transportation. Starting from0o ’clock on September12012, Fujian province implements the full stop running from2o’clock to5o ’clock in the morning for seven or more passenger vehicles (including touristbuses), in order to strengthen the safety management in passenger cars. Based on thisbackground, this paper analyses the impacts of night restrictions for the highway passengertransport and offers some proposals for the development of highway passenger transportationin Fujian province.This paper analyzed the impacts with the help of the highway tolls database in Fujianprovince and the supplementary investigations in passenger transport center of Xiamen city.Through the database,we statistic the key indicators.They include passenger traffic, buses inthe network time, speed, township passenger traffic, passenger traffic between Fujianprovince and other provinces, passenger traffic of the different traffics, passenger traffic of thedifferent mileages and bus traffic density of main roads. Through the supplementaryinvestigations in passenger transport center, we can understand the different choices of themeans of transportation and the different considerations when the passengers go to theoutside.we can also understand the influences for the bus departure time, the change of thedeparture flights and the number of passengers on the traffic after the restrictions at night.Finally, the paper puts forward to some suggestions for the development of highwaypassenger transportation in Fujian province.For other provinces, this paper has a very good practical guiding significance on theinfluences of this management measure. It also provides a feasible research method for theinfluences of other traffic policies and events to the highway passenger transport.
