In China, with the rapid economic development and urbanization process accelerating, theproblem of urban traffic congestion become more serious, which brought many problem ofeconomic, environmental and social aspects, restricting the sustainable development of cities.The reasons of urban traffic congestion problem are quite complex, often combined result ofmany aspects. Therefore, to solve traffic congestion problems must be comprehensiveconsideration of various factors, to achieve the coordination of regional traffic management.This paper studied the urban traffic congestion governance process, the micro-circulatorysystem optimization and coordination of urban intersection of these two key technologies ofgovernance. In the micro-circulatory system optimization, by investigating a number ofmicrocirculation optimization successful cases in china and abroad, summed up the generalmicro-circulation system optimization processes. then given the thoughts to establishevaluation system of micro-circulatory system, in order to quantitatively analyse themicro-circulatory system optimization. In the research of intersections coordinationgovernance, full consideration of the intersection channelization and intersection signalcontrol each other. This paper analysed problems of the traditional method of coordinationcontrol, then exploited the fuzzy control theory to divide the traffic signal control sub-region,and to designed signal coordinated control scheme of the wire control sub-region and thesurface control sub-region. This paper used the VISSIM software to simulate the regionaltraffic coordinated governance program, compared with the traditional signal coordinatedcontrol method, regional coordination control scheme based on fuzzy control can achievebetter control effect.Finally, the regional coordination scheme based on fuzzy control to be used in the actualproject,the results show the average speed and delays of the regional road network has beensome improvement, demonstrated the feasibility of this program.
