In recent years, the scale of highway tunnels have been expanded in china, with theadvances of technology and environmental protection and energy saving ideas in depth, thetunnel develop gradually to the direction of long and large, and because of its special structure,it has brought great difficulties to carry out rescue when the disaster happen. Therefore, thedisaster prevention and disaster response technology of tunnel need for continuousimprovement. The basis for achieving the disaster prevention and response of tunnel is toprevent accidents before they occur. Therefore, to grow tunnel operation and management ofcomprehensive evaluation is to adapt to the development trend of road tunnels, has a veryimportant significance. Therefore, to carry out a comprehensive evaluation of long highwaytunnel operations management is to adapt to the development trend of China’s highwaytunnels, which has a very important significance.After analysis this evaluation method of the research, based on the fuzzy evaluationmethod, the improved AHP and Delphi expert method, Combining actual conditions, thisarticle create a tunnel operation and management “FRAD” comprehensive evaluation model.And for the long highway tunnel operating conditions, this article establish a long highwaytunnel operating evaluation system. In accordance with the theory of APH, separately fromthree aspects of the tunnel electromechanical system running status, the tunnel operationmanagement system, the effect of tunnel operation management to build the index system.And instead of the traditional evaluation methods used in the maximum eigenvalue method,this article use the sequence relations act to calculate the weight of each indicator. In the fuzzyevaluation model, this paper uses the weighted average fuzzy operator. The operator whichnot only takes into account all the factors, and retained the single factor evaluation of all theinformation, avoid to the problem of missing information.On the basis of theoretical research, this article develops a Comprehensive EvaluationSupport System for Channel (CESSC). The system software combined the theory of “Thecomprehensive evaluation of the long and big highway tunnel operation and management” toachieve a comprehensive evaluation of highway tunnel operations management. To achievepractical application of research results, this paper depond on Yanmenguan tunnel, thecomprehensive evaluation of tunnel safety operation management model used in Yanmenguanhighway tunnel, using CESSC V1.0evaluation of the tunnel electromechanical systemsoftware to make comprehensive evaluation of operational management, while also presentedto verify the theoretical evaluation.
