Harbin lacks of water resources, and per capita water amount per capita issignificantly lower than the world level. With the rapid development of Harbin city,demanding for water resource of the whole society is growing quickly, the watersupply mode of reservoir and groundwater together will be difficult to meet theneeds of society, Water supply and demand imbalance has become the focus of thegovernment and society.Water price as an important mean of regulation, which hasa positive effect on adjusting the water balance between supply and demand.By using price theory, microeconomics, sustainable development theory andthe software of EVIEWS metrics, set up Harbin city water price regulation model.Study the effect of water price regulation model for adjusting water resourcessupply and demand balance in the cases of water amount changes and waterquality changes, and put forward reasonable suggestions for the sustainableutilization of water resources.First, this article researched and summarized water resources and waterenvironment conditions, and using the method of comprehensive empowerment toassess the sustainability of Harbin city water resources system. Evaluation resultsshow that the water resources and water environment status of Harbin overallimprovement, but there is a trend of the urban water system is difficult to bear thefast development of the city, and in the current water supply mode, Harbin watercontradiction between supply and demand will intensify in the future. In order tosolve this problem, this paper proposed water price regulation model to adjustwater supply and demand balance. This paper applied a full cost pricing method toanalyze the current water price in Harbin, the analysis indicates that Harbin waterprice basically accords with the full cost pricing model, but model does notconsider profit, shows as a source of water, have value, but do not show up onprice. Under the condition of full cost water price formulation, living water priceregulation model has no economic meaning,current living water price is not inconformity with the law of demand.By using Harbin city residents scalar waterprice scheme to adjust water price,finally got Harbin city life water priceregulation model.Due to production water price is a product of the market supplyand demand,so under current pricing can get production water price regulationmodel. Model validation errors are within10%, the model has applicability.For the further study of water resources water price regulation model, thispaper discusses the effect of this model on Harbin city water resources supply anddemand balance under the current mode of water supply and water reuse condition. In the present water supply mode, using the constructed model to forecast futurewater price,the adjustment of the water price is between28.43%(2015)-74.96%(2020), that means water price as an economic means, to have bettercontrol of supply and demand of water resources.While considering the situationof restarting songhua river as the water source, the results show that the startupsonghua river for the water can be used as one of the methods to solvecontradiction between supply and demand. In water reuse scenario, consider theeffect of water on water price and water itself is a kind of unconventional waterresources,under water price regulation model,the reuse water make the domesticwater and production water consumption has increased,it accords with water priceregulation model, namely the prices reduce demand increases,the entrance of thereuse water can’t make up for this part of the balance.Through research and analysis in this paper three kinds of effective methodscan be received to solve the contradiction between supply and demand of waterresources in Harbin.First, establish the market pricing mechanism, give full play tothe adjustment of water price.Second, restart the songhua river water, improvewater supply pattern. Third, Harbin water reuse construction lag behind, to speedup the water reuse construction should be strengthened.
